18-year-old driver surrenders in West Ashley fatal hit and run accident

The auto-pedestrian accident on Ashley River Road killed 22-year-old Forrest Carlton early Sunday morning. Carlton lived in a group home for people with intellectual disabilities.

The home is less than half a mile from the scene of the crime, nobody at the home wanted to speak to News 2 Tuesday. Instead the South Carolina Mentor program who runs the home spoke vaguely about their policy, saying a staff member would be at home during all hours of the day but staff members are only assigned to residents based on their needs.

Monday afternoon deputies found the car that's believed to have hit Carlton between Planview Drive and Parsonage.
